jh-block aeff50267e Extract emulator submodule from local_inference
Move the streaming emulator parser and emulator code path into a
dedicated emulator.rs submodule:

- load_tiny_model_prompt
- EmulatorAction, ParserState, StreamingEmulatorParser
- send_emulator_action
- run_emulator_path

The main file drops from ~1400 to ~1060 lines.
Pure mechanical move — no logic changes.
