fix: enable message stream for @goose mentions in collaborative sessions

Browse Source 
- Never disable useMessageStream completely - handle blocking in append function
- This allows @goose mentions to properly trigger AI responses
- Regular messages in collaborative sessions still blocked to prevent rate limits
- @goose mentions now properly reinitialize LLM in DM conversations
