chore: migrate biome from hermit to pnpm devDependency (#52)

- Pin @biomejs/biome to exact version 2.4.9 (was ^2.4.6)
- Remove biome hermit package (bin/biome, bin/.biome-2.4.9.pkg)
- Update justfile fmt-check to resolve biome via pnpm exec

This ensures the VS Code extension, pre-commit hooks, and CI all
resolve biome from node_modules consistently, without relying on
hermit PATH activation.
