chore(deps): bump wrangler 3.114.17 → 4.92.0

Addresses GHSA-vmjp-67rh-pgjc (undici via wrangler <4.x). Major jump 3 → 4, but wrangler.toml schema unchanged (compatibility_date, compatibility_flags, vars all still valid) and build/typecheck/test all clean. Held at 4.92.0 (4.93.0 is inside the 3-day minimumReleaseAge gate).
