Matt Toohey d9573deb4f fix(databricks): route gpt-5.5 tool requests to responses api
Choose the Databricks Responses protocol after building the payload so routing sees the actual function tool representation. Route GPT-5.5 aliases with tools to native Responses because Databricks Chat Completions treats that combination as a reasoning_effort request even when Goose omits an explicit effort.

Add regression coverage for goose-gpt-5-5, compass-openai-gpt-5-5, databricks-gpt-5-5, and the explicit reasoning effort path while preserving the GPT-5.4 compatibility path.
