* feat: add providers settings UI

Add the settings screens and localized copy for configuring agent and model providers on top of the provider infrastructure.

* fix: align agent provider card with merged setup API

Update the settings UI to use provider-based agent setup commands so the rebased providers PR matches the merged backend contract.

* fix: localize provider setup messaging

Move provider setup and status copy onto settings translation keys so the providers UI stays localized across supported languages.
