Alex Hancock 0c8397acca fix: restore native binary building and use prebuilt generate-acp-schema
Changes:
1. Revert build-native-packages.yml to actually build binaries instead of downloading from a specific run
2. Add generate-acp-schema binary to linux-x64 build artifacts
3. Update build-schema.ts to support using a prebuilt binary via --prebuilt flag
4. Update publish-npm workflow to use prebuilt generate-acp-schema from artifacts

This allows the publish workflow to avoid building Rust and use the pre-built
binaries from the build-native-packages workflow.
