Will Pfleger 8612764974 fix: prevent set_active_provider from recreating removed providers
In a read-modify-write where the client removes a provider from the
providers map but sends the full object (including the goose_provider
field from the read), set_active_provider would re-create the deleted
entry. Now checks whether the provider exists in the new map before
calling set_active_provider; clears both active_provider and
GOOSE_PROVIDER if it was removed.
