Will Pfleger f467c1e142 feat: add typed config schema with ACP custom methods 
Introduce GooseConfigSchema that reads/writes all non-secret goose config
keys through a single Rust struct, with a parallel ConfigSchemaDto for ACP
wire format. Exposes two new ACP custom methods:
  _goose/unstable/config/read  — returns full typed config
  _goose/unstable/config/write — sparse-patch update

Includes hidden extension merge preservation, stale active_provider
clearing (both active_provider and legacy GOOSE_PROVIDER), custom Envs
deserialization with DISALLOWED_KEYS enforcement, and u32 timeout types
for TypeScript compatibility. Coverage via 6 unit tests and 4 integration
tests.
