fix(claw): use bg-background-primary so tool call boxes are visible

Browse Source 
Tool call boxes use bg-background-secondary for contrast. The active
agent view was also using bg-background-secondary as its page
background, making them invisible. Switch to bg-background-primary
to match the regular chat view.
