Michael Neale 3566ebfcd7 fix: gateway sessions use whitelabel working dir and system prompt ...

Gateway sessions (Telegram) now match desktop sessions:
- Working dir: uses process cwd (~/managerbot) instead of
  ~/.config/goose/gateway/telegram/{user_id}/
- System prompt: reads GOOSE_WHITELABEL_SYSTEM_PROMPT env var
  (set by Electron from whitelabel config) and applies it
- Extensions already came from global config (set by initProvider)
