Matt Toohey b126183c27 fix(databricks): route gpt-5.5 tools to responses protocol ...

Use native Databricks Responses payloads and stream parsing when function tools would otherwise be paired with reasoning effort, including goose-gpt-5-5 and related aliases. Keep the chat-shaped compatibility payload for other Responses-family requests and add regression coverage for endpoint and payload selection.
