bflatastic af415f55f2 A builder never continues a session another builder saved ...

The project now records which coding agent saved its session (agent_session_by). A build or a question
continues the session only with that agent; after the builder changes, the new one starts from the
brief. A follow-up to an agent without a saved session also gets the brief, not only the follow-up.

Fixes #469.
