web_site_open keeps its browser for one session, and each CLI command is a session of its own that closes its browser when it ends, so a later web-site-capture answered only "no website is open. Open one first with web_site_open." From the CLI it now says why, and to run the steps together in an MCP client, the app or rebuild. Documented in tool-status.
